Norman presents six patients with what he describes as 'congenital mental deficiency', he comments on the shape of their palates, and the indistinctness or incoherence of speech. Norman comments on lamentable condition and shameful neglect of 'this whole class of idiots as they appear in our public asylums. He argues they drift into the workhouses where they are treated with 'organised neglect', where as most are capable of 'being improved' is treated early. A manuscript note gives the patients' names |
